Omar Efraín Torrijos Herrera was a Panamanian military and political leader. He negotiated the Torrijos-Carter Treaties over the Panama Canal, which passed United States sovereignty over the canal zone to Panama.

It was Jimmy Carter who signed the Torrijos-Carter Treaty of 1977.

The treaty led to full Panamanian control effective from noon on December 31, 1999, and the Panama Canal Authority assumed command of the canal.
